Kulture Kiari Cephus just turned 1 and her parents went ALL out to celebrate.

On Saturday, Cardi B and Offset gathered their family and friends to party it up for their daughter Kulture's first birthday. They hosted a bash in NYC that reportedly cost $400,000 and was themed around Baby Kulture's favorite TV show, "Word Party."

It was a whole lituation despite the power going out. On Saturday evening, New York City suffered a massive power outage for several hours.
